The point is that you can't just do 5 minutes of testing, go on youtube to look for a video and mention only the points that are biased towards your claim. You have to test the champion extensively on your own before coming to the forums and parroting the thoughts of other youtubers without an actual argument.
You don't need to use resources. Just use her and see how you feel about her.

Just play the champ as is. No gem or sig stones. Learn her playstyle. Decide whether or not you like it or not.
As an aside, you would receive a far more positive response from people if you weren’t so confrontational. People aren’t obligated to spend their time helping
She’s been a constant in my team this AW season and she’s been putting in tons of work.
For BG’s you have to be more strategic where and when you use her. There are champs and healthpools she won’t be able to burst down.

Go with whatever solution best fits you man, in fact I'd argue that you'd could have already made up your mind by now if you decided to try her out yourself.
You've not played with Viv Vision yourself. You've watched a few videos on her. You already think she's underwhelming because of those videos. You're asking if she needs a buff but somehow are bringing in that you have limited resources and using hashtags like a out of touch grown adult would who have never used them before.
You're problem isn't whether she needs a buff or you want to know how to play her, your problem is you just want to argue with people.
Here's an example, the steps I went through when I pulled 6* Spidey 2099, a champ I knew very little about.
1- I briefly read his abilities, to know his vague concept and key pieces of his kit.
2- I went to YouTube and got a general idea of how good he is from multiple tier lists.
3- I watched Jason Voorhees' guide for him on YT (seriously recommend him for helping to learn a new champ). This was so I could see him in the context of a fight and further familiarise myself with his abilities.
4- went back in game and read his abilities again, thoroughly this time, having already seen them in action on YouTube. By this point I felt like I had a good idea of what fights he's useful in and how to use him.
5- I hit realm of legends with him, still unleveled, just so I could use each of his abilities in a fight and get to grips with his animations, spacings, etc. It's always different actually playing a champion than just understanding their abilities on paper. You have to do both to really know the ins and outs of them.
6- I leveled him up and started using him as much as I could in easier content like the SQ and EQ. I actually took him to R2 because I wanted to test him in 8.2 but that wasn't necessary. I made sure to remember that he was still unduped, and tried to imagine how each fight would be different if I decided to invest an AG and sigs into him.
7- Only once I had done all of these did I even think about whether I wanted to go all in on him and awaken + rank up. I have decided now that I don't really enjoy his playstyle (very possibly because I haven't used him enough) and therefore will leave him unduped at r2 for now.
So even though all the tier lists and many other people tell me he's 100% worth it, I have held back on him, and that's okay.
That's why people are telling you to take the time to formulate your own opinion of Viv Vision. If you go through all these steps and still think she may need a buff, come back and this discussion will be worth having, but rattling off someone else's opinion and just taking it as your own is a quickfire way to miss out on playing a champion that you could potentially really enjoy and come to love.

I got a mystic with the class one.
Hence I’d rather wait to save up for more equipments before setting out or wait for the task to become easier (she gets a buff).
