Relic debate for Titania

I go back and forth with this decision in my head, and I just can't decide who should get what.
I've currently got a 6r2 S2099 sig 40 relic that's on my Titania, and a 5r4 Hulk sig 80 relic on my Scorpion. Would y'all switch these personally? I think I'm stuck because 6* relics ramp quicker, and Titania will soon be a r3, so I want her to have the highest she can have, but I think Hulk is probably better suited for her/her # tag, and Scorpion has a Taunt, so S2099 would benefit him more. I don't have a 6* Hulk relic, otherwise this would be an easy decision.
Also, in regards to S2099, is the Vulnerability Dispersal or Accelerated Dexterity your preferred rune slot to use on the relic?
