AW Black Cat 40 Combo Bug

Black cats synergy with longshot is that she starts with a 40 combo. This should give 40 clarity charges which results in 4 clarity passives. However, actually it only gives 1 clarity charge. Black cats combo increases due to card swapping works as intended with the global. Attached is evidence from tier 1 war.

Attack: Clarity
If the Attacker has the #clarity tag, each hit in the Combo Meter and each Buff gained (other than from the Dexterity Mastery) grants a Clarity Charge. Reaching 10 Clarity Charges consumes them to grant a Clarity Passive for 10 seconds. Max stacks: 5.Each Clarity Passive reduces the Opponent's Critical Resistance by 30%, and prevents the activation of Auto-Block and Evade. These Clarity Passives are paused during the Defender's Special Attacks, and are not affected by Ability Accuracy.

Each hit “grants” a charge. Doesn’t mention if you happen to be starting with a Combo Meter # at beginning of fight. But is that White Mask icon her Clarity Charge count ? (so at least that part may still be giving you that count ?)

But even if so, the next part is probably more the reason.
“Reaching” 10 charges. You’re not really “reaching” each of those 4x of 10 if you are starting the fight with them.
And even if so, it says it would consume them (could argue that might mean ALL of them, not 4 of 10 each), to grant a SINGLE Passive (doesn’t mean it can give you multiple Passives at the same time if you have multiple sets of 10 Charges) ?
And even if it would only consume 10 for a Passive, the other 30 (or 40 if have to wait until you “Reach” your 1st 10) would still remain as a Charge, not converted into a Passive ?
