Wonder if you are trying to buy some5ing that is so close to the loaded current amount on card, and that added Tax, etc, would be pushing it over ?
Or maybe Xsolla treats some as “Pre-Auth” transactions like at gas station or restaurant (or hotels), where final amount is not yet determined. (Pre-pay at gas pump, meal without knowing Tip amount, hotel mini-fridge and Xrated movie charges, etc).
We don't sell Vanilla ones anymore because there were too many problems with them.
Doing a quick search it seems Xsolla does do some sort of pre auth and those gift cards won't work if that's actually the case.
(in U.S.) Laws may have been passed over the years (state laws, so in certain states, on a state by state basis), that have expanded which states have begun charging tax on “Digital goods” over the years.
And also (even for Physical goods) basically forcing websites (ie, Amazon, eBay, etc) to start collecting Sales Tax as part of checkout. (That may have been part of a Federal push, but they are still State Taxes)
*this is to avoid the problems, where (even before) you were required (by many States) to report any online purchases (mainly physical goods) you made when you filed your annual State Income Tax form, for items which Sales Tax was NOT already collected by the website, and the report that (and PAY Sales tax) for anything which had not already been paid when you purchased it. (*which practically nobody ever did, lol)
(As for Tax on Digital Goods, there were a couple threads, long ago here, that had detailed a state by state breakdown for Digital Goods, way back then).
But Sales Taxes (whether for Physical goods, or Digital goods) are still a STATE tax. (There is no Federal Sales Tax in U.S. *except maybe on Gasoline ?)
And different States have different % for Sales Tax, and that % may also be on different (or NO tax) on certain items (food, clothing, etc). And below that, individual Counties or Cities may also impose their own additional % of Sales Tax on top of the basic State level.
And the Sales Tax that sites like Amazon and eBay automatically collect are based on where the Purchaser lives (or potentially the Shipping address, if maybe sending as a gift to someone in another state, that part may be hazy as to which they charge ?)
It is NOT based on where the Seller is located.
A lot of girt cards stopped working online, they do work when you present them physically at a store.
Or maybe google and apple are not really considered gift cards who knows.
(*depending what type of Visa card it is. For example if some rebates send you out a Visa Gift Card for your rebate, that should be a Visa credit card style usage, But the type of “pre-paid” Visa Cards you purchase, similar to Vanilla but even if just a straight up Visa worded card, that costs a few dollars to purchase, those may not act fully like a credit card in all cases)
What you probably can’t do however (I imagine), is you could NOT buy a gift card (like for Apple, Amazon, Restaurants, etc) using an actual Store Gift Card (like Walmart Gift Card, or return credit merchandise card) even at a Walmart.
