Dr. Strange issues in the 26.0 update

The changelog had the following change listed for Dr. Strange for the 26.0 update:
DOCTOR STRANGE - Fixed an issue where Hoggoth’s Wisdom was not providing the correct Power Gain Potency. Summoners should notice an increase in Power gained when Hoggoth’s Wisdom is active.
For some reason, Dr. Strange's PI changed pretty dramatically once the update went live. Here's a shot from before the update:

For a maxed out 5* Dr. Strange with no mastery change, his PI went from 13,189 to 12,500.
Additionally, Hoggoth's wisdom has been changed from a Passive icon to a Buff icon, meaning it can now be nullified when it couldn't before.
Please look into this.

What gives?
The change from a Passive to a Buff hurts a little. Tying all of his abilities to buffs make it even more challenging to use Dr. Strange (who is already an under-performing champ) in situations where buffs can be a liability like Buffet, Fisticuffs, Pilfer nodes, and other Mystic Champs. Mystic champs are usually excellent against champs who generate regular buffs. Dr. Strange is Master of the Mystic Arts but tying his abilities to buffs make him a pretty easy target for others in the Mystic Class.
I think the game designers learned from this mistake when designing Symbiote Supreme and they made his blessings passive so his toolkit couldn't be so easily nullified. Perhaps this is a change Strange should undergo. Just a thought.
