Dr Strange's nerf is a pretty memorable one . He was once THE #1 champ in The game and his nerf sent him into oblivion. Then they tried to "fix" it by putting him in quite a few synergies ( Mephisto one, for example) but the damage they had done was way too deep already.

He did need the nerf thou because he was too OP but they went overboard with it and made him useless. Come think of it, if they restored him back to his state pre nerf he would be usable again but no longer a top champion, as Doom , BWCV and SorcSupreme, ramped up Morningstar, etc. would still be better than him pre nerf.

One developers "working as intended" is different from another.

Sometimes even during QA Testing some of the developers responses won't make sense even if it's clear that it's not meant to be that way.

I don’t disagree with that, but a fix can be a nerf also, since it reduces the champion’s performance. One thing doesn’t cancel another.
She hulk could chain her heavy since her release. It wasn’t a secret and Kabam probably was aware of that for years. The truth is that they change it, because she was destroying 6.2 Champion. She still does, but not with the comfort she could pre change.
Also truth is that the 6.2 Champion was the cause of many champion “fixes”.

Rocket technically got nerfed when they switched from percentages to numerical values as he lost his ability to reach 100% crit rate, though that change affected a few champs in different ways.
