Yeah there's plenty that think she's overrated but come on man. You put some champs above her that simply are just not better than her. Punisher, Hawkeye, Agent Venom, Thor Rags, Black Panther CW are without a doubt are the most obviously not better than her. And this is me speaking as person that feels indifferent about her.

Agent venoms tenacity is by far more consistent than Elsa’s shrug offs

She is good. She can do lot more- Buffed up Diss track Evade counter Can counter-attack after evade, useful for getting opening against stun immune champs Good options for Cavalier skill EQ Her animations are smooth
Overall she is good champion and definitely have her uses in the game, but yes what she can do others can do it better.
She may not be in top 5 skills but definitely in top 10 skill for me.
