On top of that, with the Mojo Synergy, Psylocke's Sp2 Power Lock reaches the same duration as Magik's and has a 100% chance to activate while Magik's only has an 85% chance. (Not to mention Psylocke's Sp3 that has a 10 Second Power Lock, 13 if you have Mojo, with the 100% Power Burn and 5.5 Second Stun.)
This is not saying anything against Magik, she's one of my favorites as well, just that like you said a lot of people seem to not even know Psylocke's Abilities before trying to make a comparison.
If both hits of SP2 land on the target Magik has a 2.25% chance to fail to power lock (each hit has the same 85% chance to power lock) so there's a 97.75% chance to get the power lock. The chance to fail is much lower than it first appears (and most people who use Magik intuitively know the lock doesn't have a 15% chance to fail), but it is there.
I think the biggest knock on Psylocke as power control is that she has quite a bit more caveats to her power control than champions like Magik or even Dormammu. Her power lock has low duration, unless she has a synergy. Her zero lock is pretty powerful, unless the defender gets any power at all, even from striking the player. Her power control is in many respects more flexible, but for most players it also has the most ways it can fail. Magik, Dormammu, and even Doom are fairly tolerant of small mistakes, but Psylocke has to be played by someone who can play her precisely and without making any combat mistakes for her power control to be effective.
Visions damage is too low to be the guy of the topic but man people clearly don't realize how good his power control is. The idea that he wouldn't be able to handle passive power gains is silly. He could easily sp1 spam and steal power against a 200% power gain hype and never have to worry about a sp3, same as Magik wouldn't, and that with the benefit and not having to get to two bars himself to get the cycle going. I'm not saying he's better or worse than Magik but thinking it's not close just says you're not well versed on Vision.
Limiting myself to 2015 & 2016, I would include Magik, Quake, Hypo, Voodoo with an Honorable Mention for Scarlet Witch and Wolverine (since the 5* has only recently been available).
All of those champs have at least some relevance today and haven’t been significantly buffed (except perhaps Magik when she shifted from Rewind to Limbo, but that was long ago).
There are, of course, champs from the first two years that are very good now (Rhulk, Shulk, Falcon, Miles, VP, Ultron, WM, Venom, YJ, Gwen, Mags) but they have all undergone pretty meaningful transformations.

The main issue with this is that the second method you bring up is hard to to use on faster power gain opponents, as you can't always time your sp1 so that it will bring the, below the power bar threshold. Also, the reason Magik's power control is so good is because she steals and locks the opponents power, rather than just locking it, which prevents little buildups of power from turning into bars of power and leading to a loss of control of the fight.
Magik is timeless. If and when they release her as a 6*, her limbo alone should be devastating, aside from her top notch power control.
Iceman is another one who gets forgotten but is still damn good. Triple immunity, damaging coldsnap, ice shield. He's still useful even though he's not considered a top mutant.

Having SW now really makes me wish she was around when 5* champs were the height of the game. She's actually quite good still but hard to stand up against 6* r3s which are somewhat plentiful now. I've been playing with her a bunch lately at r5 200 and she's been more effective than expected. Rough rng can hurt her for sure but long as you're critting which isn't hard she puts in work.

There are many who have aged like fine wine . But none comes close to Archangel .
He is imho the best mutant in the game and with Apoc a "broken" champ . Hype comes close but AA is just legendary.

Honestly, calling any mutant the best is a pretty ballsy move. I love AA, but he's not the 'best best'. And I think every good thing about him is instantly gone with bleed or poison immunity, which is fairly common. Armor break is less common, and in most cases is applied only a while into the fight. It's also avoidable in most circumstances. Yes all champions have their weakness, but AA is almost useless against a lot of champions right off the bat of the fight, as opposed to Ghost, where the opponent or node needs to apply armor break (of course there could be an instant armor break node that I'm not aware of).

I’ve been playing for about six years now and only just now learned Magik’s power lock ability accuracy wasn’t 100%. What a world.
