Sandman worse after re-balance

To preface this, i had my sandman at rank 4, 6*, Sig 40 and loved how he played. i was going to have him be my first rank 5 science, but alas it was not ment to be. This is before this so called buff, to be precise i did this fight on November 4th , and he did a max of about 111K burst damage. Now mind you not my cleanest fight, but still impressive in my opinion.
Moving on to today with the same mastery setup and synergy's, he, just like in the last fight, had 99 physical vulnerability's on Star-lord, and did a max of 58K. This is about 52% of the peak damage from previous fights maximum.
These two fights took similar times, and yet the second one, Star-lord is not KO'd, despite the similar number of time taken and hits delt. I find this to be distressing. The max burst total you could get before was about 280K give or take. Now, with the same number of debuffs, you get about 150K. This is a direct nerf. To quote Kabam when they said they would rebalance him, "While we want to increase the impact of Attack and lower the impact of debuff count in order to lessen the damage gap of the Sp3 vs Sp1/Sp2 loop, we still want to preserve the identity of his Sp3 loop being the largest source of damage and his other loops holding more utility." This is still true, but his damage took a massive hit to allow him to ramp faster. Something else they say is, "To bolster damage access within Sandman’s more utility-focused loops, we’re exploring a change for his bursts of Physical Damage that would shift their scaling from primarily reliant on debuff count to scaling off modified Attack Rating – something all his loops can access through his Unstable Fury and Heavy Proficiencies." I find this humorous, because before, he could output about as much damage as he can now with this so called buff in his SP1/SP2 rotation. Hate to keep quoting them but they also say, "...so we can ensure he lands in a spot that Summoners find both powerful and satisfying." Powerful is not how i would describe him now.
Now this damage reduction would be warranted if somewhere along the lines you all said something like "Hey, he's overperforming, so this will be a nerf." Nowhere did you say or express this as far as i can tell. You even say the damage from the SP3 rotation is "good", so why change it so drastically? I would love for this to be a bug in that something is wrong with it, but i doubt that is the case. So i see a couple ways you could go about dealing with this. 1, Revert the change, 2, work on him more to make his damage the same to where it was or 3, give people rank down tickets. No one wants to see a champ be significantly worse after a rebalance if you never mentioned a nerf of any kind.

Is his damage now not coming from modified damage like the change was supposed to do, but still his base damage? I haven't used the champ much but was planning to learn him after ranking.
