New bug with heavies or all attacks?

Weak hits
My 5/50 x23 and other champs are hitting in AQ for like 2-300 on non crit hits. X23 at 5/50 vs a 7k sym is requiring 40-60 hits on a regular basis. Can somebody enlighten me as to why in AQ your champs hit like they are 2 levels below their actual rank? Champs at like 10k+ in AW never even take that many hits.
