Different

phoenix is the one you probably have as a 6* who is getting complete overhaul ( like iron man )

dark phoenix is a new champ only available as last milestone in heart of fire track

Phoenix is attacker focused dark phoenix has some attacker use but mostly meta defender

Arena opponents are made up of teams that a small pool of other players used to play the game mode. It is not one small pool for everyone, but everyone is in a different, random small pool.
Especially when a new rank is out, you're likely to see some repeat champions because most players rank the same champions early on. Nature of the beast really. As rank 4 becomes more common, those teams (specifically the combination of teams of only annoying champs) will become less common.
