Tigra's Rupture isn't a damaging debuff?

I took Tigra into the tier 8 side quest and the node states that you will get a power gain when you place a debuff on the defender, after stacking up to 9 ruptures I found out that this isn't the case lol.

Sunspot doesn’t naturally generate buffs and his first hit did no damage yet he got a power gain buff.
I’ve been face palming from you the whole time.
When you place a DOT effect on an opponent regardless of whether or not it actually does damage you’ll gain a Power Buff. You’re saying that because you don’t have 3 buffs on you it is not going to give you any buffs. But that simply is incorrect. If It was the way you said it was then what is point of the node? They would’ve just put The Rich Get Richer but no. They wanted to give a fair chance to everyone because there are many champions that cannot gain 3 buffs at a time. That is why they let you have a Heavy Debuff champion like Sunspot. As you could see in the video (which is not bugged ) everytime Sunspot places a Debuff on Odin he gains a buff and then when he applies another Debuff he gains another buff. If it was the way you were saying then what is the point of having the node at all. I explained this the simplest way I could. If you cannot understand this you should probably quit the game.
As far as I'm aware, the phrases "damaging debuff" and "non-damaging debuff" has always referred to their classification in the game and not their situational effects. A damaging debuff that is applied to a target that is 100% resistant to the damage doesn't suddenly become a non-damaging debuff for the purposes of effects in any situation I can recall.
I believe the design intent was to allow champions without natural buffs to acquire them with power draw, and I believe the prima facie description of Power Draw intends that to happen. I do not believe it is a bugged interaction if this happens.
Tigra’s Attacks Neutralize the Opponent, preventing them from gaining Buffs. If the Opponent fails to gain a Buff through Chance while Neutralize is active, it is removed and replaced with Rupture, dealing Physical Damage.
I believe Kabam has been reviewing descriptions of abilities where it used to say things "don't happen" and clarify the specifics of how that actually happens, based on player feedback about ambiguous descriptions. In this case, it now states what is actually happening, which is that Tigra's Neutralize reduces buff ability accuracy. This prevents the opponent from triggering any kind of buff, regardless of the nature of the buff (or its beneficiary).
Also, since it only reduces ability accuracy, does this mean this ability is useless when fighting Force of will nodes?
