To answer your question SummonerNR, it was not trial and error.
Green envelopes - the code is based on increasing number of chip icons. The two discards have eye icons.
Purple envelopes- the code is based on increasing number of eye icons. The two discards have bomb and spider icons
Red envelopes - little more complicated but #1 is easy as the only hint with one icon. Second spot can be #5 or #9 envelope because they both have two icons but the reason #9 was chosen because the eye icon has a progression with #2 envelope that has 3 icons. Additionally, eye icons were the default one for the previous set of clues (purple envelopes). Then finally #5 envelope completes the progression by adding a spider icon to the bomb icon and making it four total icons.
Once you have the three codes, the discards need to be rearranged. That i explained in the earlier thread and is been quoted by you above.
To summarize, yes you needed all three codes completed before you can use the remaining discards to find the final clue.

Could very well be, but still circumstantial to me. Especially the 3rd place, being either 2 or 4. Both contain the previous week's Chip and Eye. Both introduce a new icon, either Bomb or Spider (which were not part of any other number before), and BOTH of those new icons would appear together in the very final position (the 4-icon number 5)
Actually looking at this Inventory Pic of mine again (not sure if everyone's items are ordered in this arrangement or not), the better logic might be that *ALL* the leftover ones are arranged in inventory AFTER the first 4 numbers for that week. Especially since the real 4 items (code #’s) each week are also arranged in sequential order within their week too. 1st digit of code is listed 1st in inventory. 2nd digit of code is listed next in inventory. Etc, etc. Leftover 2 items are listed after those 1st four items in each week's grouping.

Good work in deciphering and displaying this but this kind of SQ is SO tiresome
So why an hour after your comment here, if you couldn’t get the Code to work for you apparently, did you pull up a different, very early thread (last comment way back on April 9) to comment over there that you couldn’t get the code to work ?
Unlock code doesn’t work and agree that this side quest is absolute pants
Just continue in here where a lot more people have eyes on this that could maybe help you.
Did you continue to try the same code from first vault for the subsequent vaults too ? That won’t work. Each succeeding vault have it's own code, all of which are detailed in the initial Infographics at top of this thread.
