Maybe - depends on what you’ve missed. There are 29 extra and you’re 31 behind. So if you can still do things like this week’s elite bonus and the AW showcase, you’ll be good.

Yes - There are 5 each week in the elite bounty part of the side quest

You can still get to 104 tickets (enough for Sinister) if you ignore everything in the bounties while getting everything else available.
