There is no prohibition on using VPNs. There is this odd simultaneous belief that using VPNs will get you banned, and also that cheaters use them to avoid getting banned. Which is somewhat contradictory. Either way, Kabam doesn't care if you use them or not.

There was a technical limitation on the web store that originally prevented Kabam from being able to enforce cross-store limits. However, that was rectified some time last year I believe. The store is now capable, if the devs choose, to enforce global limits across the in-game store and the web store combined.
