I think it is less about the actual abilities here and more of what it shows. It shows kabam has made the decision than the abilities they are giving him now are more valuable than the abilities he had previously. Here is the issue, when I ranked up hood, I said ok I think his abilities are valuable enough to my roster that i should use the catalysts on him. Kabam has now decided to remove the mechanics that made him valuable to me and replace them with mechanics that are objectively better but do not fill the niche he previously did for me, with my roster, kabam has made the decision of what I value and need in a champion and kabam has got it wrong

In this game, the most important thing is to kill the enemy as quickly as possible and not fiddle with him for hours, this has always been the case. The shorter the fight lasts, the less chance of making mistake.

For a champ ranked up for those 'situational moments', that you face a lot actually, it does mean a lot. Good like fighting nodes like rage or 1% damage cap as fast as you can with ghost or corvis.
It's 50-50%, some people like the buff and some don't, and what are we going to do? give out rank down tickets ? why judge even before the update, it's all just on paper, in practice, everything can be different..
Personally, I like the new changes, the damage is more needed in this game, in 7.1 opponents have about 350k hp and in front of 3 more chapters, whatever anyone says, the whole point is to kill faster and not fiddle around for hours, at least this is purely my opinion.
Although, on the other hand, this problem can be solved very quickly if they return fateseal back ...

So, where is the nerf ? Yes, reduced staggers duration but increased stagger chance to 100%

Stagger and Fate seal work together with Hood analogous to Power Lock and Power Steal do for Magik. Remove the power steal from Magik and her power control is weakened substantially, because while she can prevent power gain she can't remove existing power. For anyone who uses Magik, this is a night and day difference if you're trying to control power with Magik. Similarly, stagger prevents buff but doesn't remove them: having one without the other is far weaker than having both. Removing fate seal from Hood means he can't remove existing buffs, and his buff control becomes far more brittle and subject to cascading failure.
While the important thing is to defeat the opponent, I think you're forgetting that in MCOC the opponent fights back. All the damage in the world doesn't matter if the opponent kills you first. Damage may be King, but without utility the Emperor has no clothes. And most champs do not have CGR levels of damage. They have to stand and fight and they need to counter the nodes and abilities in front of them. And for all the fights that you can just blitz through with high damage, nobody needs more than one CMM for those. The rest of your roster needs to do more than just smash their face into things until they fall over.

Dude fate seal is such an important piece of utility, much like bwcv buff immunity it stops the opponent from getting buffs while active which is invaluable in heavy buff matches, it doesn't matter how much damage you do if you need a buff counter then hood is no longer a good choice, sure you'll get 12% more stagger but not a fate seal you can infinitely reset. Yes finishing fights fast is good but finishing fights without having a struggle or taking too much damage is better and I'm some matchups that means removing/preventing buffs. This isn't a buff this is turning a denial champ into a damage champs, and nor even a top tier damage champ at that (at least on paper). I highly doubt that he would been OP with fate seal and high damage, and if he would then tone down the damage so it's not so high, but still an improvement

If i have ghost and Hood, i might rank up ghost as a damage dealer and rank up hood to control opponents buffs. Now, kabam have updated Hood so that he can't really handle buffs as well. Now I have ghost who is an insane damage dealer, and Hood who will likely have nice damage, but it is unlikely he'll be as good as ghost. So my roster has gone from dealing with fights where i need a good damage dealer and fights where i need to control buffs, to a roster where i no longer have a buff control champs.
This update will make people have one less buff control champ and one more damage dealer. They may have to rank someone else to take his spot, and this is not what these updates are supposed to be

I'm going to go out on a limb and say most of the players who play Hood now care, and probably because they are doing content that you can't just destroy before reaching two bars of power. Not even Cosmic Ghost Rider is consistently doing that in any content that matters.
This leaves a pretty sour taste in my mouth. Not because I rely on Hood, but mostly because you have gone down a dangerous path Kabam. Hell, I would have been happy if Hood could just stack shocks with his l1.
My opinion is this. When compared to buffs like DDHK, it looks good on paper. Until you realize that they took all of his valuable utility (fate seal and decreasing stagger duration). Sure, he gets more damage, but I ranked up hood for a replacement if my doom was in war or something. Now he can’t do that, and I’m disappointed about it. I would argue this buff is actually worse than DDHKs, and DDHKs sucked so badly. Giving that fate seal and longer stagger duration back will turn this from a dud to an awesome buff

They think they’re buffing hood, not nerfing. Rank down tickets came at 12.0, and that was because of strange, sw, Thor, and black widow. Rank down tickets came with she hulks nerf. What’s common? It’s a nerf. Well, she hulks was a bug, but you know what I mean. If they think it’s a buff, I highly doubt that they will give rank down. However, they can’t just ignore community feedback like this

I might have a better champ than I did yesterday, but I have a worse roster. We make rankup decisions (after a certain threshold) to fill niches in our rosters. This champ will help me clear this content (esp a variant), a certain lane/node in act 6/7, or inflict/avoid certain buffs or debuffs.

My worry is that game developers are ruled by datamining, and I'm pretty sure the devs consider a success with Hood to be more people playing Hood and Hood performing better overall in combat. But what datamining cannot generally quantify is when you're robbing Peter to pay Paul. Datamining just sees more Pauls.
If datamining shows Hood played more and performing higher, the devs will conclude they did the right thing all along. And if datamining shows Hood not played more and not performing higher, the devs will conclude they didn't do enough, and that will justify their decision to radically alter Hood in the first place. There's no data that will tell them they did the wrong thing, because this isn't about data, this is about whether helping two players is worth hurting one. Numbers says it is. Game design ethics says it is not, except when you're forced to.
None of the new invisibility nonsense was needed. The hexes alone would've sufficed.
The invisibility isn't bad, but removing the fate seal was.
The invisibility got a nerf also. It was a 45% chance on regular attacks and a 90% on projectiles. The new invisibility has 120% chance, but it decreases by 20% every time it’s used during that time frame. If you’re fighting a p99 or someone with a massive special one, you’re not going to evade the whole special. You had a much higher chance to, pre buff
Are we certain that Hexes don't have an effect until they expire? Seems a waste if they don't do anything else. Is the potency increase referring to the damage on expiration/detonation? That's a weird way to say it vs "+XX.XX damage" if that's all it is.

As the owner of a R4 awakened hood I was hoping that this buff would finally do him justice.... But it doesn't seem like it, at least on paper.
