Also, I’d argue that crossbones is harder now. Omega Red does less damage to him and corvus (who would’ve healed from willpower) is no longer a counter at all. Colossus has also gone from being viable to not.

So I ranked 5 my Colossus to use him against Crossbones as he can deal with Biohazard. But them changing it to a fun and interactive 'Poison' makes my first rank 5 not worth it.

They didnt leave them alone, they nerfed them, they never said every lane would be getting toned down.
The title of the section (see the first post) is “Reducing attack values across the entire act.” The first bullet point says path values in 6.3, 6.2 and 6.1 will be scaled down according to the 6.4 reduction. The next one says boss fights. No path values have changed in 6.1 or 6.2. No boss values have changed (unless Champion was changed) in 6.1 or 6.2.
The post didn’t say it was being evaluated. It said it was happening. It kinda baffles me that people are just totally cool with them taking people’s money while they promise things they don’t deliver on.
I agree with the OP. Even though, i'm done exploring 6.1 and 6.2, if kabam told their customers they were scaling down attack values for all 6.1 and 6.2 then they should keep their word.

Why wasn’t the player base notified when Kabam decided to divert from the roadmap?
And here’s a concern I have - Throne Breaker requires a full t5cc. It’s possible that it will have Black Friday offers better than Cavalier. Many summoners waited to explore 6.1 and 6.2 for this nerf to take effect, not expecting a new progression-based title. (I don’t think this was in the roadmap?) Are we going to see a flurry of t5CC cash offers to prey on players striving for that title on a short 2-month deadline? That would be pretty foul.
Try act 6 out as it is now. I personally didn’t feel all these changes were needed but I don’t have an issue with it. Dip your toe in if you didn’t prior and see how it feels. There are going to be hard fights along the way. There should be hard fights. Can’t expect all difficulty to be removed
I cleared 6.2 in March or April. I’m not worried about the difficulty per se, but I spent 3 months waiting for a nerf that was announced and then canceled without acknowledgement. If the announcement had been that a nerf was only coming to 6.3 and 6.4, I would have used the summer to explore 6.1 and 6.2 and be closer to a full t5cc right now, which is suddenly more valuable due to the new title.

But in 6.2 there are a lot of BS fights that they need to change
